How do you make users using internet explorer, not to be able to view the website like on horror.ucoz.com?

Using conditional operators. If your site doesn't seem correct, like in Firefox, then your coding is incorrect, minus IE's rendering capabilities.
<?if($USER_AGENT$='ie')?>no<?else?>yes<?endif?>

Ok Thanks, but where do I put this? And what would it say for internet explorer users? Can I make a redirection to a html link for ie users? Just like on horror.ucoz.com

You can place this anywhere. It doesn't have to be a different page because conditional operators, hence the "if/else" execute the code if something is true, or not.

It can say anything for IE users. It depends what you put for it.

What doesn't work?

It was taken straight out of uCoz operators so if you're saying it doesn't work, contact tech support.

dont wory i found a code online and i dont need it anymore i fixed my site so
it works properly on internet explorer noe smile
