Just a quick tut showing how to give moderators the power to do this. 
First Go To:
CP » Forum » Management Of Forums And Sections
And choose a specific forum you want a MODERATOR to have powers so scroll down and you should see this.
Click the + and type in the Moderators Exact name And Save It Should Work.
Notice: If you change a user's name (that is a moderator), go back to the Management Of Forums And Sections And edit there names.
